Thermoplastic Road Marking Paint Export to the Netherlands | CE & EN1436 Compliant

Thermoplastic Road Marking Paint Export to the Netherlands | CE & EN1436 Compliant

National Road Infrastructure

The Netherlands has an extensive and dense road network. The World Economic Forum rates Dutch highways among Europe's best. In total there are about 139,000 km of public roads, including roughly 3,530 km of motorways and expressways. The core network of 5,200 km of national roads (rijkswegen) is managed by Rijkswaterstaat, the national roads agency under the Ministry of Infrastructure and Water Management. Major autosnelwegen include:

  • A1: East-west from Amsterdam toward the German border.
  • A2: North-south corridor from Amsterdam through Utrecht and Eindhoven to Maastricht.
  • A4: Amsterdam–The Hague–Rotterdam and onward to Belgium.
  • A6: Through Flevoland (Almere–Lelystad–Emmeloord).

Key authorities include:

  • Rijkswaterstaat (Ministry of I&W agency) – builds and maintains national highways, bridges and tunnels.
  • Provinces (12 provinces) – manage about 7,800 km of secondary (provincial) roads.
  • Municipalities handle local roads and streets.

Climate Conditions & Paint Suitability

The Netherlands has a temperate maritime climate. Summers are mild (average July ~17.9 °C) and winters cool (average January ~2–3 °C). Rainfall is frequent (~790 mm per year) and spread fairly evenly through the year. The flat, coastal terrain means roads often experience wind and rain, but heavy snow is uncommon. Under these conditions, high-performance road coatings are needed.

Thermoplastic road marking paint is well-suited to this climate. It is applied hot (typically 180–220 °C) and sets quickly on asphalt. Industry sources note thermoplastics have "good applicability under suitable temperature range and humidity conditions". In practice, thermoplastic markings last around 3–6 years in moderate climates. Since the Netherlands rarely sees extreme cold or prolonged snow-plowing, thermoplastic paint can achieve its full lifespan on highways and urban roads.

Regulations & Standards (EN 1436, CE, etc.)

Road marking materials in Europe must meet strict performance standards and carry CE certification. For example, European Standard EN 1436:1997/A1:2003 defines requirements for road marking visibility (day/night luminance) and skid resistance. Additional tests (EN 1824, EN 13197, EN 1871, etc.) cover durability and material properties. Our thermoplastic formulas are designed to comply with EN 1436 and related EN standards. We use high-quality resins and glass beads to ensure excellent reflectivity and wear resistance (consistent with EN 1871 physical-property tests). All products intended for the EU market carry a CE mark with a Declaration of Performance (DoP) under the EU Construction Products Regulation. (Since July 2013, any construction product sold in Europe must have a CE marking and published DoP.)

Import & Compliance Requirements

Importing thermoplastic road paint into the Netherlands (EU) requires proper documentation and labeling:

  • CE/Declaration of Performance (DoP): Mandatory under EU CPR. Manufacturers must provide a DoP stating conformity to EN standards, and affix the CE mark.
  • SDS (Safety Data Sheet): Must comply with EU CLP Regulation (Reg. 1272/2008) for chemicals. A Dutch-language SDS is recommended (or at least English plus major languages) so that professional users can understand safety instructions.
  • Labeling: Labels must include hazard pictograms, CLP hazard/H-statements in Dutch/English, and handling instructions. We provide bi-lingual (NL/EN) labels and technical sheets to meet local requirements.
  • HS Code: Thermoplastic road marking paints generally fall under HS 3208.90.19 ("Other paints and varnishes") for customs classification.

Market Trends & Public Adoption

Infrastructure planners in the Netherlands emphasize sustainability and safety. For example, Rijkswaterstaat has been testing "wear-resistant, sustainable" road markings in a highway trial. These innovations use bio-based binders, recycled glass beads, or lower application temperatures to improve environmental impact. Nonetheless, performance remains key: durable, highly reflective markings are required for highways and urban roads. Thermoplastic paints, with their long service life and excellent night visibility, fit this demand. Many Dutch road projects now specify high-end coatings (often per EN 1436) to reduce maintenance cycles and enhance safety.

Distributor Program

We welcome partnerships with distributors in the Netherlands and Belgium. Key support for our distributors includes:

  • Flexible Terms: We can arrange shipment first with payment on delivery (e.g. net-30 days), easing initial cash flow for partners.
  • Local Support: Marketing and technical brochures in Dutch and English; product labels and SDS in Dutch.
  • Training & Materials: On-site or virtual training for paint application crews. Assistance with project quotes and tender documents.
  • Lower MOQ: We accept smaller initial orders (e.g. one 20' container) to let new distributors enter the market with minimal risk.

Joint Venture & OEM Partnerships

We also offer joint-venture and OEM options:

  • Joint Venture/Co-Development: Partner with us to develop localized formulations or to set up local warehousing/assembly. We can license our technology or assist in establishing a local manufacturing line.
  • OEM/Private Label: We supply thermoplastic paint under our brand or custom label. We accommodate private labeling, including customer-specified branding, formulas, and packaging designs.
  • Custom Packaging: Available formats include 25 kg or 60 kg bags, or bulk-packed options (IBC totes or big bags) as required by client needs.
  • Specifications: We can adjust performance specs (e.g. glass bead content, skid resistance) to meet local standards or project requirements.
